Getting a Maryland driver's license involves several steps spread over months. This guide covers the complete process from start to finish — so you know exactly what to expect and how long it takes.
Overview: The four stages
- Get your learner's permit — takes one MVA visit
- Complete certified driver education — 30 classroom hours + 6 BTW hours
- Log supervised driving hours — 60 hours (10 at night) if under 25
- Pass the road test at the MVA — schedule and take your driving test
Stage 1 — Learner's Permit
Age requirement: 15 years and 9 months minimum
Documents needed:
- Proof of identity (birth certificate, U.S. passport, or Permanent Resident card)
- Proof of Social Security number
- Two proofs of Maryland residency (utility bill, bank statement, school records)
- If under 16: completed Form DL-300 (school attendance verification)
- If under 18: parent or guardian co-signature
The knowledge test: 25 multiple-choice questions covering traffic laws and road signs. You need 22/25 (88%) to pass. Study the Maryland Driver's Manual — about half of first-time takers fail without preparation.

Your school submits the driver education certificate electronically to the MVA once you've completed both components.
Timeline: 3–8 weeks depending on class format and scheduling
Stage 3 — Supervised Driving Hours
If you are under 25: You must log 60 hours of supervised driving (10 hours must be at night) with a licensed adult who has held a valid license for at least 3 years.
These hours are recorded in the Maryland Supervised Driving Log (Form DL-302), which must be signed by your supervising driver and presented at your road test appointment.
If you are 25 or older: The 60-hour log requirement does not apply to adults getting their first Maryland license.
Permit holding period:
- Under 18: Must hold permit for at least 9 months before taking the road test
- 18 and older: No minimum holding period
Stage 4 — The Road Test
Schedule your road test at mva.maryland.gov once you've completed education, logged hours (if required), and held your permit for the required period.

- Driver education certificate (submitted electronically by your school)
- Completed supervised driving log (if under 25)
- A safe, insured vehicle — or use Circle Driving School's car
The test itself: White Oak MVA road tests start in an off-road area for basic maneuvers, then move to public roads. The examiner evaluates vehicle control, turns, lane changes, intersections, parking, speed management, and following distance.
