Already have a foreign driver's license?

You may qualify to skip the 30-hour classroom program entirely. International license holders who meet MVA eligibility requirements only need this 3-hour RSEP course plus 6 hours of behind-the-wheel practice before taking their Maryland road test — saving significant time and money compared to the full driver education program.

Call us at (301) 578-8667 to confirm if you qualify for this pathway.

What's included

  • 3-hour MVA-required RSEP course (Roadway Safety Alcohol & Drug Education)
  • Certificate of completion issued same day
  • Satisfies Maryland MVA RSEP requirement for license conversion
  • Taught by Mr. Mekonnen — licensed MVA instructor
  • Covers Maryland traffic laws, alcohol and drug impairment, safe driving practices

Who needs this program?

  • International license holders converting to a Maryland driver's license
  • Drivers required by MVA to complete RSEP as part of their license application

  • Note: Confirm your specific requirements with the MVA before enrolling

Is this program right for you?

International drivers

You hold a valid driver's license from another country and want to convert it to a Maryland license without completing the full 30-hour classroom program.

New Maryland residents

You recently moved to Maryland and need to satisfy the MVA's RSEP requirement as part of your license transfer or new application process.

Fast-track applicants

You qualify to use the shorter pathway: RSEP (3 hours) + 6 hours BTW practice instead of the full 30-hour driver education course.

RSEP — Drug & Alcohol Education for international license holders

The Roadway Safety Education Program (RSEP) is a 3-hour course required for international drivers who want to convert their foreign license to a Maryland license. If you hold a valid license from another country, Maryland exempts you from the full 30-hour driver education program — but you must complete RSEP instead. After completing RSEP, you are eligible to take the Maryland MVA road test.

What RSEP covers

  • Maryland traffic laws and road rules
  • Road safety principles and hazard awareness
  • Drug and alcohol impairment and Maryland law
  • 3 hours — typically completed in a single session

Who this applies to

  • Drivers with a valid license from another country
  • New Maryland residents with a foreign driver's license
  • Particularly relevant for residents from Ethiopia, Nigeria, Eritrea, Ghana, India, Mexico, El Salvador, and other countries with large communities in Montgomery County

Frequently asked questions

I have a driver's license from another country — do I need the full 30-hour class?

No. If your foreign license is valid, you qualify for RSEP (3 hours) instead of the full 30-hour program. You still need 6 hours of behind-the-wheel practice before taking the road test.

Does RSEP replace driver's education completely?

RSEP replaces the 30-hour classroom requirement only. You still need 6 behind-the-wheel hours and then you can schedule your Maryland MVA road test.

How soon can I take the road test after completing RSEP?

After completing RSEP and your 6 BTW hours, you can schedule your Maryland MVA road test. We offer road test preparation packages that include the vehicle.

My license is from Ethiopia, Nigeria, or India — does this apply to me?

If you hold a valid foreign driver's license, you likely qualify for RSEP instead of full driver education. Call us at (301) 578-8667 to confirm your specific situation before enrolling.
